IV. PHASE 4:
EXPANDING
DESCRIPTION: Preparing and leading the church to enlarge the area of ministry: by expanding the work in the town/city through reaching out to the barangay; consequently, involves mobilizing the trained members for these outreaches.
I. OBJECT OF MINISTRY:
Barangay targeted or large areas of town/city that has not been reached yet.II. PASTOR'S MAJOR ROLES:
In addition to his previous roles, the pastor will begin to function more as mobilizer and apostle. Pastor spearheads the outreach work so he'll be an evangelist and edifier again but now with a team of workers with him.III. SUNDAY SERMON & SERVICE EMPHASES:
Sunday sermons to motivate people in the expansion goalsIV. ACTIVITIES/METHODS:
1. Continued MTM of workers in the different already functional departments/committees. it is important that the base remain strong as it reaches out to expand her ministry.
2. A more structured but short-term training for needed workforce for the outreach targets: barangay pastors, evangelists, etc.
3. Setting up a definite strategy for reaching the barangay or target place to include the following steps:
a. Praying Stage
b. Planning stage - targeting, goal setting, organizing the workforce, determining methods, preparing equipment needed, Preparing budget.
c. Starting to work to accomplish the goal.
4. The S.O.S. materials offers a ready source for all these elements of the strategy.
5. Some specific approaches to start a work in these barangay: Preaching Point, Fellowship Worship Groups, Evangelistic Bible Studies, House Groups, A Pastoral Team stays in the place until a core group is established.
6. Motivating and getting maximum participation of members through prayer, direct participation and increased giving.
V. TEACHING CURRICULUM:

2. The materials you used in the evangelizing and edifying phases will be applicable again to plant a church in these outreach areas. It's like doing again what you did at the start. But now, the pastor has his church in the town as his workforce.
VI. WORKFORCE NEEDED:
Depending on the method you'll have, but you will need a team of at least two workers to take responsibility of the work later on. It is best that the Pastor handles the outreach himself at the start to provide an internship period for his trained workers until they are ready to be released to handle the outreach works.VII. STRUCTURE:
Pastor evaluates the existing functional departments to make necessary changes to meet their expanding needs.VIII. NUMERICAL GOAL: A core group in one barangay a month. This core group will grow into a barangay church later on.
IX. TIME FRAME: 3 to 4 months. Starts on the 18th month from onset of ministry. This is also the last month allotted for equipping emphases during which prospect workers for expansion are also identified and started to be trained.
